Impact of changes to RSA 207:3-a & 207:7-II?

About a year ago, HB1575-2018 was enacted, and airguns were added into the hunting restrictions in New Hampshire state law, including this:

NH RSA 207 said:
207:1-1 Air rifle: A gun operated by compressed air or nonflammable gas cylinder by which a projectile of any size or kind can be discharged or propelled.
207:7 II. No person shall have or carry, in or on a motor vehicle, OHRV, snowmobile, or aircraft, when moving, a cocked crossbow, a loaded rifle or loaded shotgun, muzzleloader, or air rifle...

Well, if loaded, and loaded is now defined as "A round or projectile in the chamber fully dischargeable by pulling the trigger." The commas are confusing, but the lack of "a" in front of muzzleloader makes that a list of loaded items. The legislative history also supports that reading. So yeah, they - for some reason - put loaded air rifles on the list of no-goes in vehicles as part of the unnecessary addition to the hunting laws (since they weren't prohibited hunting devices in the first place, other than where specific means of taking were spelled out).
 
It would be comical to see someone charged with it. Some quality pellet guns can inflict serious injury or maybe worst. But a cork that can't fly more than a few inches?

Maybe someone should chrono the mv of that cork.
