It sounds like the Police Chiefs in CT would be more than happy if CT was the same as Mass as far as the permitting process was concerned.

X2, they actually enforced the law too! In mass it would have gone more like:

'The issuing officer is above the law, even though he ignored state statues his decision stands'

And so, once or twice a month, the seven members of the board, compensated solely with pizza....

I'd be alright with serving on this board.... getting to reaffirm people's 2A rights AND getting free pizza in the process? Win-win.
