Click the "Insert Image" button in the middle row of buttons above the text field that looks like a picture in a frame. Upload an image file from your computer or copy+paste a link to an image.

I'm unsure of this as well. I never paid much attention to it before going green.

You don't need to be a paid member (but it is a good idea) to post pictures in your post, just to upload an avatar.

You need to be a member of this forum to add picture as your avatar.

You don't need to be a member to link your post to a picture from your online picture storage such as picasa, photobucket....etc.
