I can't find anyone that makes a rail for that rifle.
It's not worth the lost value and additional cost of having a gunsmith modify it.
Buy something that accepts or has a scope rail on it.
I would leave that rifle as is. IMHO
That rifle is a rarity with only around 2000 imported into the US.
It has a value of $2500 to 4000.00 depending on condition.

Growing up we liked the Norinco stuff. We could afford it. IIRC the 86s could be retrofitted with the M16a1 scope mount or maybe that was the Daewoo?

I had a Circle 10 SOMAK rail on my WASR. It replaces the rear sight with a picatinny rail and still works as a sight with a hundred yard zero. Just remove the rear sight and install it with one nut.

According to Wikipedia (I am not familiar w/ this firearm), the carry handle contains the gas tube.

I'd call that a bad idea!
Unless OP would prefer an optic and just make this bolt action.
