How far does reciprocity go?

I've been hearing a lot lately about the Utah CCW permit being so good because it lets you carry in 30 different states, but how far does that line go? If me, as a MA resident, got the non-resident Utah CCW permit I know I could carry in Utah, but would PA or some other of those 30 states accept it as well? I didn't think states took non-resident permits from other states. I thought they only accepted the permit as equivalent if you were a resident of the state the had reciprocity with. Does Utah even make a distinction between resident and non-resident permits? If not, then why couldn't a PA resident just get a CCW from Utah and bypass the PA requirements?
 
An LTC (from any state) will generally be more recognized that a gay marriage but less recognized than a heterosexual marriage.
 
Most states accept non-res CCW permits for purposes of reciprocity. There are, however, a few that do not. If you search around the interweb about the Utah permit, I think 2 or 3 of the states that Utah has reciprocity with don't accept the non-res permit.

Yes. The majority of states that offer reciprocity, do so for non-resident license holders. Here are 2 reciprocity maps...

Actually, PA does accept non-resident licenses, and PA residents unable to get a PA license have been circumventing by getting a FL non-resident license...

a current situation in Philadelphia, where authorities are fuming because residents who have been denied permits or had them revoked in Pennsylvania have been able to obtain Florida concealed-carry licenses that Philadelphia police are required to honor under reciprocity agreements.
