how do you know a pre ban 100 round mag for mini 14?

I would suggest doing research. I do not remember there ever being a 100 round mag in the pre ban era.
If in doubt. Find out the manufacturer and call and ask them.
 
Ive never seen one of that size, but ruger mags are indistinguishable pre vs post ban. Aftermarket manufacturers may dated them or had design changes that would give clues to when they were made.
 
Not that it means much.. But the only big, over 50 rounders I remember that were fairly common in the prehistoric pre an era, were AK drums and maybe the extremely expensive Beta C.

Bill Ruger said that no civilian needs a mag bigger than 10 rounds. So getting real AC556 Ruger mags was always difficult and way more expensive than it ever needed to be. I remember them being around the same price as Aug mags around the ban era.
 
Made in China is a good indicator if any where made for import to US pre 1989
