The letter instructs the recipient to fill out the form and mail it back to HK's correct address though, doesn't it? Only the phone number and contact email address are bullshit. Were they hoping to get a couple of rubes on the phone/email coughing up information and willing to let the forms themselves go back to HK? For what purpose? The whole thing is shady.
