I think I am posting this int the correct area, but my question is if 30rd post-ban mags would be legal if they had a device inside to limit the capacity to 10rd or below. My question is stemming from seeing this device (https://www.exilemachine.net/shop/i...ex.php?main_page=product_info&products_id=287) that advertises making a 30rd P-Mag, in this case, capable of only holding 10rds for states that do not allow hi-cap mags.

"This block will replace the lower spring attachment point and convert a 30 round magazine to hold only 10 rounds where required by law."

I am relatively sure that its the same concept as putting a dowel in a shotgun tube-mag limiting it to 3 shells, so an FID card holder can legally own it. Any guidance would be appreciated on the subject, Thank You.
 
Here's an excerpt from Chapter 140 Section 121...

“Large capacity feeding device”, (i) a fixed or detachable magazine, box, drum, feed strip or similar device capable of accepting, or that can be readily converted to accept, more than ten rounds of ammunition or more than five shotgun shells; or (ii) a large capacity ammunition feeding device as defined in the federal Public Safety and Recreational Firearms Use Protection Act, 18 U.S.C. section 921(a)(31) as appearing in such section on September 13, 1994. The term “large capacity feeding device” shall not include an attached tubular device designed to accept, and capable of operating only with,.22 caliber ammunition.

Can the capacity-limiting device be readily converted?
 
If you really want to: Put 10 rounds in it, drill under the follower insert a short pin into the hole (short enough so it doesnt obstruct the springs movement, but long enough so it will stop the follower from going down past 10 rounds)
 
If it just drops in and out without welding or soldering, it's probably readily convertible.

Can the capacity-limiting device be readily converted?

A dowel in the mag tube wouldn't make the shotgun ok for an FID holder, I believe.
