Please don't give new life to this often-repeated MA gun law myth. The provision you refer to only prohibits silouette targets at gun clubs where the club _iteself_ possesses its own LTC.

Private citizens have no such prohibition.

I tried to get the NRA interested in fighting the mail order ammo ban based on the concept that an FOB sale occurs at the point where the goods are transferred to the common carrier, not the location where the common carrier subsequently delivers the goods. The NRA paralegal was very thorough in both responses (the first simply restated MGL - I finally got my point about the FOB across on the second try).

The conclusion: The NRA confirmed a total lack of interest in supporting any action on the mail order bans of ammo.

Matt, I suggest you skip the Hitlery pictures. The USSS still protects here and takes a dim view of such "targets". You really don't want to bring unnecessary attention to yourself that way.

True... and knowing that we are no longer safe to do as we please in our own back yards. I'm sure to get caught.

besides... as quiet as my .22 rifle is... I'd still never risk shooting it out back... Heck.. the thing is quieter then my paintball gun... but the woman nextdoor to us already hates my kids and my dog, you know... because they make noise [rolleyes] . SO I wouldnt push it.

No. Whoever told you that either hasn't read the law or did not read it carefully.

The colonel of state police may, after an investigation, grant a Class A license to a club or facility with an on-site shooting range or gallery, which club is incorporated under the laws of the commonwealth for the possession, storage and use of large capacity weapons, ammunition therefor and large capacity feeding devices for use with such weapons on the premises of such club; provided, however, that not less than one shareholder of such club shall be qualified and suitable to be issued such license; and provided further, that such large capacity weapons and ammunition feeding devices may be used under such Class A club license only by such members that possess a valid firearm identification card issued under section 129B or a valid Class A or Class B license to carry firearms, or by such other persons that the club permits while under the direct supervision of a certified firearms safety instructor or club member who, in the case of a large capacity firearm, possesses a valid Class A license to carry firearms or, in the case of a large capacity rifle or shotgun, possesses a valid Class A or Class B license to carry firearms. Such club shall not permit shooting at targets that depict human figures, human effigies, human silhouettes or any human images thereof, except by public safety personnel performing in line with their official duties.
If you read this carefully, you'll see it allows a gun club to get a Class A license, provided that the gun club has at least one shareholder who has a class A license.

The last sentence says that IF the club gets a class A license, THEN it cannot allow the use of human silhouette targets.

Almost all clubs in MA are non-profit organizations. They don't have shareholders, so they might not be strictly eligible to get a Class A club license (depending upon the interpretation of the word "shareholder").

That said, clubs don't need a LTC and I'm unaware of any gun club getting such a license. And if the club doesn't have such a license, then it isn't subject to the prohibition against using human silhouette targets.

There is one club on the north shore that has a club license, I don't know which one it is, but I do know that the Colonel of the State Police did not have even an application for the license and needed to develop one for this club.

I would suggest that if someone at your club brings up getting one of these licenses to do your damn best to stop it from happening. What the state gives it can take away.
