Has anyone tried and succeeded in having restrictions removed in Woburn?

Title pretty much says it all. I'm hearing that they have loosened up a bit on issuing target and hunting, but was wondering if anyone has been able to get the restrictions removed in Woburn?
 
I went recently to file a petition at the district court to remove my restrictions. A woman gave me a form to fill out that is for LTC denials. When I pointed that out to her, she said that she didn't have a form solely for restrictions, so I began to mark up the form accordingly. Then she hit me with it. "That'll be $195," she says. I asked, "Is that set by the city or the state?" "State," she replies. I have yet to find ANYWHERE where it specifies this ridiculous fee. Woburn's policy is that if you have your own business, they lift your restrictions automatically. It's $500 to start an LLC in Mass. I'd almost rather put the $200 toward that and be guaranteed my restrictions be lifted.

it's like $25 for a DBA.
