They don't. What they do, is eliminate something that the anti crowd can hang their hat on. As insignificant as it is, it takes a few rounds out of their "ammo box". Besides, it only takes a minute to vote.

"C" is basically today's system - FID (no suitability) for non-hi cap long guns and shotguns, LTC (suitability) for everything else. "A" is the newly proposed legislation - suitability for the FID and LTC. "B" (no suitability) is the right answer!
