I'm not so sure. Chicago is a mess and they are very anti. But the rest of the state is pretty good. They did not have conceal carry but now the courts are forcing them to get with the constitution. They have no AWB, no mag limits, etc. So even though the legislature didn't pass CC, they have not passed garbage either. They have no restrictions on local gov't from passing their own crap, so Chicago will make it very difficult, the rest of the state won't.

Illinois governor wants appeal of concealed carry ruling

Gov. Pat Quinn said Wednesday that he wants the state's attorney general to appeal a federal court ruling that Illinois' last -in the-nation concealed carry ban is unconstitutional, a move that would take it before the U.S. Supreme Court.

A three-judge panel of the 7th U.S. Circuit Court of Appeals struck down Illinois' ban last year and gave lawmakers until early June to legalize the concealed carry of firearms. Last month, the court declined Illinois' request to reconsider the ruling.

The AG hasn't said she'll appeal it yet. She's thinking about running against the Governor in the next election.
 
Isn't it too late? I thought the deadline for appeals has lapsed.

It's not too late to seek cert. However, the deadline to seek a stay of the mandate pending SCOTUS review has passed. So, even if they appeal, they have to change the law by June or it's toast. The cert deadline is 90 days from the denial of rehearing on Feb 22.

April 18, 2013 (SPRINGFIELD, Ill.) -- Gun rights advocates fell silent in the Illinois House on Thursday night after falling seven votes short of approving the public possession of firearms in the state despite a federal court order that gives lawmakers just weeks to put such a law on the books.

The proposal creating a method to permit qualified gun owners to carry concealed weapons failed 64-45. The measure needed a supermajority of 71 votes because the legislation would trump the right of the state's larger cities to set up their own laws.

For the second time in as many days, a House vote on concealed carry demonstrated the chasm between gun rights advocates and those who want tighter restrictions on them.

Illinois is the only state in the nation that continues to prohibit public weapons possession. But a federal appeals court ruled the ban unconstitutional in December and ordered lawmakers to enact a law allowing it. Rep. Brandon Phelps, D-Harrisburg, the concealed carry legislation sponsor, said if the Legislature misses the deadline, "constitutional carry" - allowing possession of any weapon without a permit - would take effect.

What would be most ironic is that they would only have themselves to blame -- they had a chance to pass a concealed carry law, but instead stamped their feet and cried like children.
 
I knew they had to allow it, but I didn't know they had a constitutional carry deadline. That's awesome!
