Q: What about 80% or “unfinished” lowers and receivers – possession, serialization, possession, building?




  • Private builds for any firearm that would fall under the new semi-automatic Assault Style Firearm definitions are prohibited after August 1, 2024
  • There is nothing in the new law that references 80% lowers, it simply refers to “unfinished” frames and receivers.
  • All frames and/or receivers (unfinished or otherwise) that could be considered a copy or duplicate of an enumerated Assault Weapon must have been lawfully possessed and registered in Massachusetts on or before July 19, 2016.
  • Any frames or receivers (unfinished or otherwise), not on the enumerated ban list, but meet the new features test must be possessed and registered in Massachusetts on or before August 1, 2024.
  • Private builds for any firearm that would fall under the new semi-automatic Assault Style Firearm definitions are prohibited after August 1, 2024

Does this mean that a "Private Build" - or when a person fully assembles an AR15 lower receiver into a working gun - is now illegal after August 1, 2024?
 
If you had any sitting around and you didn’t register before 8/1 you’re a dummy.
There was no registration process for parts.

There was no requirement to register them.

If you registered something that wasn't a gun as a gun, then you lied and you are the dummy.

GOAL is smoking something, because their guidance is all over the place. They need to sit back, take a deep breath, chill out and re-type everything.

They are getting more annoying than the NRA with their doom porn.

This worries me since they are talking about lawsuits, I hope they don't f*ck it up.

The way I understand it:

If you owned an 80% lower on or before 8/1, then you can build it. If you built it before the preamble you could serialize it yourself. After the preamble you have to wait for the State to give you a SN and have something like a year after the system is in place.

If you owned a finished lower on or before 8/1 or buy one that was in State on or before 8/1 and you didn't build it before the preamble, you can still build it, but can't register it because THERE IS NO REGISTRATION WEBSITE.

SHORT: If it was in State on or before 8/1, you are good to go.

Also what is the barrel length of a lower?
Just do like they did on that show Roots. Wait for a full moon, go outside is a private area and hold your lower up to the moon and say “I register this lower. FJB,FKH and FMH”. Then go back in and donate to the FPC. Amen

Don't get bogged down in details. Healy is SO lucky she preambled so that the registration portal is all set up and. . . . oh. Hmmmm. . . . . . .

What about your regular P80's???? Besides getting a gestapo# on them, they aren't firearms. Hard to register a piece of plastic anyhow.

Please show me in 4885 where registering before 8/1 is required.

You can't because the standard is lawfully possessed on 8/1 - which you could do with a lower since it wasn't considered a firearm therefore legally possessed under the old version of the law.
