Remedial primary school grammar might help. I can't fathom what the author thought a comma inserted anywhere into that mess was supposed to fix. "I like cooking" is an independent clause and therefore a sentence. There is no way to prepend that to "my family and my pets" and make it mean anything other than the obvious. "Use commas" is an independent clause. "They save lives" is an independent clause. So "Use commas, they save lives" is a comma splice.
