Edit: Is it an M 14??? Even still, he was ready to shoot in those few seconds. Kinda cool.

Edit: F me you're right:

Tomb guards currently carry M14 rifles, which are affixed to ceremonial rifle stocks. These rifles are cleaned daily and kept ready for use at all times.[21]

Tomb Guards carry fully functional M14 rifles. Given what happened in Canada 5 years ago, I'd guess it was loaded too. FAQ - Tomb of the Unknown Soldier
No magazine visible in the M-14 nor on the guard's equipment. I don't think he had any ammo.
(A Garand's action would have locked back when he pulled on the operating rod.)
