There's an attach point behind his licence plate that you can bolt a hook onto. The hook is like $30 or less at Hazzard Freight. Just possibly he wouldn't even have come under as much scrutiny if it was a local cop that busted him. There isn't the slightest possibility he spent LESS than that for that rig and the amount of time he must have spent putting it together he could have ordered it by mail.
