FTF for out of state purchase?

A friend of mine had an LTC in MA, and owns a G23 that he bought in MA in 1993 (he has all the paperwork showing that it was purchased in MA in 1993).

A couple of years ago he moved to GA.

Can he sell the G23 FTF in MA if he were to drive up with it? Or would he need to transfer it through a dealer in GA and then to a dealer in MA?

He has several 1993 mags (aka non-cripple, MA legal right?) for it as well, hence the appeal of selling it to someone in MA.

Thanks for any guidance you can provide.
 
no FTF sales allowed between residents of different states, it is a Federal law. If he can get it here legally you can go to your friendly FFL and transfer it, but not on a FA-10. Unless he has a MA non res LTC there is no way I can think of for him to get it here legally since he would not be covered under FOPA, unless he was here for a sanctioned sporting event.

Since the gun is "pre ban" vintage, a FFL can transfer it for you. Find a FFL here who will take private party inbound shipments via UPS, have your friend go to a UPS depot, not retail location, declare the gun, and ship it to your FFL.

If your FFL here will not take a shipment from a non FFL, have your buddy find a FFL there that will ship it to a FFL here, just have the FFL's talk to each other and send the proper documents.
