For NY'ers for with a C&R FFL

I was wondering if any body had gone through the C&R licensing process in NY that included an interview. I got a call from the ATF saying they need to do an inspection. Does anyone know what this includes. I don't have a safe, except fo my little gun vault that I keep my pistols in. The majority of my rifles have trigger or cable locks on them. Should I go ahead and equip all my guns with a lock to be safe? I am lost because I can not find any requirements listed for this inspection. I guess because it is not a real requirement of the license. Which brings me to another question. If indeed it is a NY state Requirement for the license, why would the ATF, a federal agency enforce it? Thanks for any help guys.

Don't know why, but folks on the C&R FFL eList (from NY) have reported these inspections for their C&R FFL licenses and renewals.
