FL to NY private transfer question

Hello everyone!

I hope everyone is having a good day and maybe someone can help me out. My buddy is a FL resident and has a Marlin Model 60 that he's looking to sell and I would like to buy it. Would it be legal for him to sell it to me directly next time he comes to visit me? And if that is legal what paperwork do we need to fill out.

Federal law says that when the two parties are residents of different states the sale has to go through a dealer. There may be other fun and exciting NY state laws that are also applicable.
