This examination is being held to establish an eligible list from which to fill Environmental Police Officer A/B vacancies in the Office of Law Enforcement, Massachusetts Environmental Police.


DUTIES: Under general supervision from Environmental Police Officers or others of higher grade: enforces all general laws of the Commonwealth focusing on the protection of natural resources, wetlands, and waterways, commercial and recreational outdoor activities, and federal laws pertaining to the protection of the Commonwealth’s natural resources; follows up on enforcement actions by appearing on the government’s behalf in court or legal proceedings; investigates accidents and/or fatalities involving hunting, boating, and recreational vehicles; provides a law enforcement presence and makes law enforcement decisions regarding the environment, public safety, and related educational activities within an assigned geographic area; performs basic maintenance and upkeep and operates motor vehicles, motorboats, snowmobiles, off road vehicles, and related safety equipment; operates electronic equipment; operates enforcement tools, such as handguns, shotguns, chemical immobilizers, chemical weapons, batons, flashlights, and handcuffs; operates personal computers and mobile data terminals; files reports, issues citations, and keeps current with changes in law and polices; conducts patrols, boardings, surveillance, and inspections of commercial and recreational boats, off road vehicles, snowmobiles, and all respective dealers and establishments for compliance with related state and federal statutes and regulations; observes covertly or overtly commercial and/or recreational enterprises or individuals engaged in the activities of boating, fishing, and hunting; launches and retrieves trailered boats, snowmobiles, or off road vehicles; performs search, rescue, and recovery operations; and performs related work as required.

SALARY: Inquiries concerning salary should be directed to the appointing authority at the time of the employment interview.


ENTRANCE REQUIREMENTS
As of the date of appointment, candidates must:
have a high school diploma or equivalency certificate approved by the Massachusetts Department of Education.

have at least two years of full-time, or equivalent part-time, professional or para-professional experience in wildlife or fisheries conservation or management, natural resources conservation or management, biological or environmental science, forestry, ecology, marine science, conservation law enforcement or related field, or any equivalent combination of such experience and the substitutions below.

Substitutions:
An Associate's degree in environmental science, biology, oceanography, ecology, natural resource management, wildlife management, fisheries management, forestry, conservation law enforcement or related field, may be substituted for one year of the required experience on the basis of two years of education* for one year of experience.
A Bachelor’s or higher degree in environmental science, biology, oceanography, ecology, natural resource management, wildlife management, fisheries management, forestry, conservation law enforcement, or related field may be substituted for the required experience on the basis of two years of education* for one year of experience.

*One year of education equals 30 semester hours or its equivalent. Education toward a degree will be prorated on the basis of the proportion of the requirements actually completed.

SELECTION AND HIRING PROCESS

EXAMINATION WEIGHTS: Your results on the written examination represent 90% of your final mark, with your rating in employment and experience making up the remaining 10%. Applicants must attain a passing mark on each of the weighted components. If you are NOT claiming credit for prior relevant employment and experience, your results on the written examination represents your final mark.

EXAMINATION SUBJECTS: The written examination will be designed to test, where practicable, the following knowledges, skills and abilities which have been established as qualifications for the position: ability to demonstrate written comprehension through reading and understanding information and ideas presented in writing in order to understand agency policy, procedure, and practices, abstracts, and boating and hunter safety manuals; ability to perform mathematics by using numbers, their operations, and their interrelationships in order to count legal and illegal amounts of fish and game species, to determine bag limits and quotas of species allowed, to determine legal and illegal percentages of a batch, and to determine the total fine on a civil citation; knowledge of the conservation and management of wildlife and wildlands resources and safe and ethical hunting practices, in order to effectively patrol haunts and habitats of mammals, birds, amphibians, flora, and fauna; knowledge of the husbandry of fish populations for recreational, ecological, and commercial purposes including management of living marine resources in order to effectively patrol fresh and saltwater habitats, to identify various salt and freshwater species, to determine where those species may congregate seasonally, and to identify and determine the types of gear used for harvesting, such as hook and line, lobster pot, and gill nets; and knowledge of the criminal justice system, including criminal law and policy, police and correctional systems organization, the administration of justice and the judiciary, and public attitudes regarding criminal justice issues in order to perform basic police functions, such as identifying violations, apprehending violators, and assisting in prosecuting cases.

Candidates who pass the written examination AND receive a conditional offer of employment from the appointing authority will be instructed on how to apply for the Physical Abilities Test and other screening processes. Questions about qualifications listed below should be directed to the appointing authority.

Physical Abilities Test (PAT): All candidates who receive a conditional offer of employment will be instructed on how to schedule and take the PAT. The PAT is a test of the candidate’s aerobic capacity and physical capability to perform various tasks required on the job. A separate fee (currently $150) is charged for the administration of the PAT. The PAT Training Guide is available on our website (www.mass.gov/civilservice) at the Medical and Physical Standards section.

Medical Exam: Candidates must pass the medical examination before participating in the PAT. The Medical and Physical Fitness Standards are available for review on our website (www.mass.gov/civilservice) at the Medical and Physical Standards section. Candidates will be required to pass both a medical examination and a psychological evaluation before appointment.

Academy Training: All candidates appointed as a full-time Environmental Police Officer A/B as a result of this examination will be required to successfully complete police academy training approved by the Municipal Police Training Committee.

Additional Training: All candidates appointed as a full-time Environmental Police Officer A/B as a result of this examination will be required to successfully complete a Certified Lifesaving or Advanced Lifesaving program administered by the American Red Cross or YMCA, as approved by the Office of Law Enforcement, Massachusetts Environmental Police, during the probation period.

Character: No person who has been convicted of a felony shall be appointed as an Environmental Police Officer A/B. A candidate may be disqualified for evidence of character clearly unsuited for police services.

Firearms Permit: A candidate must qualify for a Class A License to Carry Firearms.

Driver's License: A candidate must possess a valid Massachusetts Class D motor vehicle operator's license prior to appointment.

CLAIMS FOR PREFERENCE

Credit for Employment/Experience as an Environmental Police Officer A/B: Pursuant to the provisions of MGL Ch. 31, § 22, individuals may apply to receive credit for employment or experience in the position title of Environmental Police Officer A/B. Information on how to apply for this credit will be available after October 31, 2011, on our website (www.mass.gov/civilservice) under the Exam Forms and Notice to Appear Info section. All claims must provide specific details of any employment or experience you have in the examination title, including dates of service and number of hours worked per week, and must be accompanied by documentation supporting these claims. Please note, credit for employment or experience is applicable only to individuals who achieve a passing score on the written examination, and cannot be added to a failing written examination score. Claims and supporting documentation must be submitted at the exam site, or postmarked within 7 calendar days of the written examination.

VETERANS: DEFINITION OF A MASSACHUSETTS VETERAN M.G.L. Chapter 4, Section 7, Clause 43 as amended by the Acts of 2004 Effective August 30, 2004: To be a “veteran” under Massachusetts law, a person is required to have either 180 days of regular active duty service and a last discharge or release under honorable conditions OR 90 days of active duty service, one (1) day of which is during “wartime” and a last discharge or release under honorable conditions. A chart defining “wartime” service is available online at www.mass.gov/civilservice or www.mass.gov/veterans . Qualifying service must have been in the Army, Navy, Marine Corps, Coast Guard, or Air Force of the United States. Please note that active duty exclusively for training in the National Guard or Reserves does NOT qualify you for veterans' preference. National Guard Members or Reservists must have been activated under Title 10 or Title 32 of the U.S. Code or Massachusetts General Laws, chapter 33, sections 38, 40, and 41 and then must meet the minimum service requirements listed above. The Members’ last discharge or release must be under honorable conditions.

VETERANS’ PREFERENCE: If you are claiming veterans' preference and if your eligibility for veterans’ preference has not been previously approved by HRD, you must submit a copy of your DD Form 214 Member-4 Form (Release From Active Duty-Long Form) in order to receive proper credit. Although you may supply this proof at any time during the life of the eligible list, it is recommended that you submit it at the time of the examination or immediately upon qualification.
As of July 1, 1998, those who otherwise qualify for veterans' preference, but are still in military service may claim such credit by supplying proof, on official letterhead with appropriate signature, of their military service to date, including the dates of active duty, current assignment, and estimated time of separation. The individual must provide official documentation of honorable discharge at the time of appointment. See MGL Ch. 31, §3, Clause (f).

DISABLED VETERAN STATUS: Claims for status as a disabled veteran require written confirmation from the US Veterans Administration of a continuing service-incurred disability rated not less than 10% based on wartime service (MGL. Chapter 31, Section 1).

During the HRD review process or during the life of the applicable eligible list, applicants must make original supporting documentation available should the issue of authenticity arise with the submitted copies.

SELECTIVE CERTIFICATION FOR BILINGUAL ENVIRONMENTAL POLICE OFFICERS: If an appointing authority requires that an Environmental Police Officer A/B be fluent in a second language (e.g., Spanish, Vietnamese, Haitian Creole, etc.), the appointing authority may request that competition for that vacancy be limited to persons who have such skills. You will have the opportunity at the test site to indicate the foreign language(s) in which you are fluent. You will need to prove your language fluency at the time of appointment.


HOW TO APPLY

All applications MUST be filed with HRD, or postmarked, by midnight on October 17, 2011. You may apply online for this examination, using a Visa or Mastercard, at https://www.csexam.hrd.state.ma.us/hrd/. A confirmation number for each successful transaction will be issued. You may also obtain a paper application form, and file it along with the examination-processing fee (or fee waiver form) in person at or by mail to HRD (see address and business hours below). Applications and fee waiver forms may also be available at city and town clerks’ offices and Office of Law Enforcement, Massachusetts Environmental Police offices across the state. If you mail your application, send all correspondence by certified mail with "return receipt requested," if possible.

EXAMINATION FEE: All applications must be accompanied by a money order, certified bank check, credit card payment, or by a completed fee waiver form. The examination-processing fee is $100. Payment by money order or certified bank check should be made payable to the Commonwealth of Massachusetts. Please print your name, address, social security number, and the examination announcement number (3333) on the front of the money order or certified bank check. Payments by Master Card and VISA are also accepted when applying online. NO CASH OR PERSONAL CHECKS.

FEE WAIVER: The examination fee may be waived for candidates receiving certain state or federal public assistance, unemployment insurance, or workers' compensation. Fee waiver forms are available from and must be filed at the address below, and may also be downloaded from the Applicant Forms section of our website (www.mass.gov/civilservice). Waiver forms must be accompanied by proof of eligibility, for the subject time period, in the form of signed and dated receipts, check stubs and/or other documentation from the agency providing assistance. To file a waiver, you must file a paper application form, and be sure to fill in item #16 on the application.

TESTING ACCOMMODATIONS FOR PEOPLE WITH DISABILITIES: If you need special testing accommodations due to a documented impairment such as a hearing, learning, physical, mental or visual disability, fill in item #15 on the paper application form, or click the corresponding circle in the online application. You must also submit a letter of support from a qualified professional detailing what type of accommodation you require at the exam site. Without such a letter, we cannot guarantee that we will be able to grant your accommodation. This information is requested only to provide reasonable accommodation for exams, and will not be used for any other purposes.

CURRENT MILITARY PERSONNEL: ALL military personnel who, in connection with current service, have military orders that indicate their unavailability due to military service on November 19, 2011, should contact HRD to request a make-up examination. To request a make-up, file an application and processing fee and request such accommodation in writing, with a copy of your military orders attached. Please include in your letter your e-mail address, daytime base phone number and/or name and phone number of a friend or family member with whom you have regular contact and entrust with your personal communication.

NO MAKE-UP EXAMINATION: With the exception of current military personnel as described above, no candidate has a right to a make-up examination due to personal or professional conflicts on the testing date. Candidates are advised to consider this BEFORE applying for the examination.

If you file an exam application by October 17, 2011, but are unable to appear for the exam on November 19, 2011, due to an emergency or unanticipated hardship, you may request a make-up examination by filing a written request with verifiable documentation to HRD no later than 7 calendar days from the original written examination date. HRD reserves the right to approve or deny your request. HRD may require an additional examination-processing fee upon approval of your request.








IMPORTANT NOTIFICATION INFORMATION FOR CANDIDATES:

Notice to Appear: Notices to Appear to the assigned examination site will be mailed to candidates for this examination. You will be able to get a copy of your notice after November 7, 2011, by logging on to the HRD Standings and On-line Applicant Record Information System (SOARIS). You will need to register as a first-time user if you have not used the system before. Please follow the instructions provided at How to Get a Copy of Your Notice to Appear for an Exam.

REFUNDS: There will be NO REFUND of the examination-processing fee unless the examination is cancelled by HRD.

CHANGE OF ADDRESS: Candidates are responsible for notifying HRD in writing of any change of address after applying for the examination. Candidates may submit changes of address online in SOARIS at: https://www.csexam.hrd.state.ma.us/standings/, or by sending a written request, including former address, new address, effective date of new address, and social security number to HRD at the address below. Failure to keep your records up-to-date may jeopardize opportunities for employment.

Spent a whole summer 10 years ago working with LE including EPO's and found out the majority hired are from the Coast Guard or other LE with a strong hunting and fishing background.
 
The last time I took the exam, I did pretty well on it. An old time EPO that I knew told me to forget about getting on. The last few classes were all college educated pukes who never hunted or fished a day in their lives. And that is what the Dept. wanted!

Granted, this was about 12-15 years ago, so it's probably gotten worse! [smile]
 
Is biology really a big part of the job? Would it even be worth taking the test if all im relying on for experience is an associates of criminal justice?
 
Job description reads like the fun police. Do something productive with your life, don't be a fish cop, and don't be a looter living off productive people's taxes. MA is number 1 in state debt do we really need more state employees?

You want work for an agency run by politically appointed idiots who haven't got a clue on how to do the job?

Hit it right in the nail. My buddy is a State Ranger at the State House he didn't even make the cut a couple years ago to become a EPO (went to school for Enviromental Science). He has been a Ranger for 14 yrs. Guess what he got the job as a ranger because his parents are politically connected. Good luck tho...

What the hell kind of questions were those i studied fishing and game laws, who needs a fishing permit and what age, safe boating laws , seasons for hunting and all that . haha oh well

My personal favorite: What is the penalty for a junior operator who is caught for the first time operating without a person who is licensed and over 21...?

Not one question from the boating handbook! I was not happy when I left. If I wanted to take a municipal police exam I would have. I studied for months only to have obscure questions pulled from the left-field bleachers.
 
I can think of two questions off hand that didn't even have the same multiple choice answer that the 2011 Hunting and Fishing guide gave. The best part was having the bring a notice to appear and a photo id and then neither the two state troopers or the epo even checked them.
