    "A Rhode Island bill that would force dog owners to forfeit their dogs if convicted of even minor animal-related offenses has been assigned to the Senate Judiciary Committee. House Bill 5113 creates an animal-abuser registry that includes all animal-related offenses, even minor violations unrelated to the health or well-being of a dog. People convicted under the law would be forced to register, would appear on the registry for 15 years and would be prohibited from owning any animals during that period."

    Itsvreally just Common Sense Pet laws:
    -registry for all (even minor) offenses
    -lawful confiscation
    -background checks for puppy adopters
    -no due process or process to be taken off lists

    As AHM pointed out: it's for the puppies. I just think they missed an opportunity: licensing for dog owners, imagine the fees that could generated from that. Sounds like the usual government overreach.

    my dog is better than 99% of the people I know.

    this law may be stupid, but animal abusers should get much stiffer penalties than they currently do.

    There is no bigger dog lover than me. But if they just enforce abuse laws now with realistically harsh sentences, there's be no need for this proposed bill. In reality, under this bill you could have your dog confiscated for shtting in your neighbors yard. That's the government overreach that we dont need.

    What's the penalty for owning a dog without permission from the state? Whats to stop anyone from owning a dog even if they're on the no-animal list? Are they going to put these people on probation and periodically inspect
    their homes or something?

    I'm all for punishing the shit out of animal abusers (at best, most of them are just plain scumbags, at worse, they're serial killers in the making) but this is just more ham-fisted, feel good .gov crap. This is posturing by some politician so they can use "protects innocent animals" as a bullet point on their campaign flyer or some horseshit like that...

    Get a pet without a paper trail.

    One could also apply this to other areas in one's life, if one were so inclined.

    As to dogs being property. I don't dispute that in the legal sense. I still have no problem with the big dick of the government coming down and f***ing you up for abusing that particular type of property. As we all know on NES, the law and legal concepts aren't equivalent to moral righteousness.

    In the eyes of the law, dogs are property, so @whatluck is correct. That's not to say they aren't much more than that to their owners, but property is property where the law is concerned.

    Anyway, this law is insanity and will definitely be abused. Leave your dog in the car for 30 seconds while you run inside to grab something and your neighbor calls the gestapo on you; you're on the list. Your dog gets seized and more than likely euthanized because the state is f***ing incompetent in this area and that's just what they do. You're on a list and will be tainted for life now. You can never own another pet.

    Just f***ing stupid.

    So if someone flushes a goldfish down the toilet then they sacrifice their dog? Makes perfect sense. Good luck getting the dog back when you defend yourself in the woods from a poisonous snake.
