They are scrambling because I think they understand they've opened a door to a Constitutional challenge of GCA68 that could wreck their dream of gun control.

I'm sure that if DC becomes an FFL that they will implement a "processing fee" that is in the $100-1000/gun range so that they can [STRIKE]cover their expenses[/STRIKE] make it prohibitively expensive to assert one's 2A rights.
