    I can't recal ever seeing and EBT card being used only to buy real food to feed someone. And I'm being serious. I've never seen someone using an EBT not have a cart at least half full with junk food.

    If you can afford to buy junk food, you aren't actually hungry.

    In some circumstances I do understand getting things at the corner store over the grocery, even at higher prices due to the convenience. For example there is a corner store 5 houses down from me, so I ran (literally) down there to grab some shortening for something I was making because it was faster than getting in the car, driving the mile to the grocery, standing in line at checkout, and driving home. Would I do a whole shopping trip, no, but a thing here or there once a month I get it. Plus that keeps the place there for when I need something at an off hour when the grocery might be packed or closed.

    Junk food is quick/lazy calories. Some people buy it because it is quicker (don't have the time to cook), some buy it because it is easier (don't have the interest in cooking), and some just love to indulge themselves. You are definitely right that there are cheaper and more nutritious ways to feed yourself. Heck many cultures daily dishes are built around what is cheap/plentiful to eat and will keep them going! Might require some updating for fitting modern calorie requirements and diet balance (can't load up the same way as a farmer if you are at a job sitting all day) but lots of options out there if someone has the time and interest to cook.

    Multiple EBT cards? Shocking! There was a bill in the MA legislature to put pictures of the recipient on the cards, like a DL or LTC, but the majority party voted it down because it would be too expensive. Yup, they said that with a straight face.

    I would bet that it would be more a case of people not taking note of them. If someone is being responsible with the EBT benifits and buying a normal amount of family grocery staples then who has the time to check how they are paying??? Plus if they are wearing normal looking bargain brand sneakers who is looking at their feet???

    People who are wearing a bunch of designer/expensive items, fill their cart up with junk, and are generally obnoxious I am going to take note of them before they ever get to paying.

    The LDS church runs what amount to tiny grocery stores that are free to members in need. They make their case to the local boss and obtain permission to "shop" there. They pay it back (or "forward" ) I suppose in several ways but one is to work at the store itself.

    In other words, if you need food, you can get food (not junk food**) and if you can, to the extent you can, you help out in return.

    What a novel concept.

    Let's apply it to ebt cards and welfare in general.

    ** As I understand it, the food is sourced from lds farms/suppliers.

    That works in general but what if the people do not have the time? I am talking about the case of if both parents are working opposing shifts, and someone has to be home with the kids. In a church, being able to field a youth basketball team with just your kids is uh .... aligned with their goals so obviously they are not going to have to put in additional work. Coworker told me about one guy who was "told" how many kids to have and then the church was feeding the family because it was blindingly obvious that affording 5 kids on a single income ain't cheap. (If someone wants to have 5 kids and their community want to provide support, none of my business but would be different if they were expecting the gov to subsidize)

    I'm not sure what the lds church does, probably they waive it and you help "someday". Perhaps someone in the church can comment? I mentioned it as a role model for "welfare" because it seems to work, at least for them and it is fair.

    If our government adopted the model and someone was incapable of helping out, I suppose they would certify that and let them be.

    Perhaps the state could run day care center staffed by other recipients so that the single moms can contribute in some way.

    Point being, issue food, household items and such (not a blank check) and get back SOMETHING in return.

    I am sure many would be unhappy, but in the age of services like peapod why not have a few web based apps that "issue" groceries based on some options and dietary records. Then they can save the time they are stuck shopping for groceries. They just select a time and the truck pulls up and give them the boxes of stuff already pre-packed. That way the sourcing can be done for optimal price point in a way that would not be efficient for a single shopper. (Beans from best vendor, meat from best vendor, etc)

    That would also save both on time and cost of benefits. Would skirt the "fresh food desert" issue that can hit some neighborhoods. For less urban areas, just swing by at a local depot, show ID, and pick up your "order".

    why haven't the seized all the assets (cars, real estate, the restaurant, bank accounts, passports) of these people and all their relatives and issue million dollar fines to the distributors that allowed this fraud to continue?

    The church my wife's grandmother is a pastor at has free community meals twice a day every day. Paid for by the congregation donations.

    There are plenty of places to go to eat if you are starving. My primary issue with EBT is it should just be enough to help people actually starving from malnutrition. Not as a substitute for working and earning.

    It should probably be mentioned that in order to be a member in good standing with the LDS church, tithing (10% of income) is mandatory. It's not a mystery how the LDS church can maintain such a strong social safety net for members of the church given the tremendous amount of cash money it collects. I imagine even poor members who are relying on such food banks are still tithing on their meager income.

    To my eye, this looks like a very generous social welfare program funded by fairly steep taxes. This seems like a poor model for conservatives who usually want to cut welfare programs and cut taxes.

    Too many cases are "single mothers" living with the baby daddy but not getting married because they they lose the free food and subsidized housing. Meanwhile they exit the supermarket and get in a Cadillac SUV or newish BMW.

    With some cases of the people driving "premium" cars and designer clothes, I wonder whether it is that they are secretly hiding wealth or if they are just pissing away money and also suffering for it. Either way it shows room for improvement in program administration and the such but would be a pity if the parents are driving nice cars and wearing expensive clothes but rolling along with payday loans, missing utility payments, and having nights without dinner with all the ill effects hitting their kids. (Could not care less about adults poor decisions punishing themselves, but I do wish the best for the kids and hope they see what a poor financial role model their parents are)

    The really cool thing about the concept is, if you don't like it, you can simply leave the church. You aren't truly compelled to tithe. And frankly, most people could produce 10% just by giving up coffee and alcohol, which you'd have to do anyway [laugh]

    I personally would not submit to the level of control ANY church exerts on it's flock, but there is nothing inherently immoral about their model. Except possibly the underwear. I don't understand that at all.

    I could be wrong, but it was my understanding that if you go to your Bishop(?, is that the term/role?) and explain why you can't, you're still good.

    What I like about their process is they DO support their membership and their membership helps back (beyond their 10%, by actually DOING things)

    Everything you need to know about snap. It is only 2% of the budget, so even if 25% abuse, it doesn't really do much, but 20B is 20B. You can't purchase prepared food with it. It works best if you have dependents.All from google searches, can't wait to see what ads will be popping up now on my browser....

    In Fiscal Year 2016, the most recent year for which a complete set of data is available, SNAP: Assisted approximately 44 million beneficiaries. Cost $71 billion, or2 percent of the federal budget. Averaged $124 per month (or $31 per week) per person in benefits

    What you can purchase and when
    You can purchase most food with your EBT card except alcohol, pet food, or hot prepared foods. You can also purchase seeds and plants to grow food. For a comprehensive list of permissible foods to purchase with your EBT card, please visit the USDA website.

    You do not have to use all of your benefits in a single month. But, if you leave more than two month’s worth of benefits on your card, your DTA caseworker will call you to ask if you still need the benefits. You should try to use your benefits in the month you receive them.

    If you leave more than three months of benefits in your account, your DTA caseworker will cancel your card and you will need to give your caseworker proof of your income and expenses within 180 days.

    Changes to your situation
    Sometimes you may have a change in your financial situation or the number of people in your household. It is best to check with your DTA caseworker to see when you must provide information on changes. If you do not notify your caseworker about certain changes, you may be required to pay back your SNAP benefits.

    Recertifying
    After a certain period of time, you will have to recertify your SNAP benefits. That is, you will need to provide your DTA caseworker with any relevant updated information. Learn more about the recertification process.

    Work Requirements
    If you are an abled-bodied adult without dependents (ABAWD), between the ages of 18 and 49, and able to work but currently unemployed, you may only be eligible for SNAP benefits for three-months within a three-year period. This is called the “time limit.” In order for an ABAWD to be eligible for SNAP beyond the time limit, you must either work or participate in a qualifying education or training activity for at least 80 hours per month. However, the time limit does not apply to people who are unable to work due to physical or mental health reasons, pregnant, care for a child or incapacitated family member, or are exempt from the general work requirements.     Rice, beans, pasta, potatoes, corn, peas, green beans. Oh yeah, milk and perhaps "bulk" bottled water. Maybe apples and grapes for fruit.

    Design a box that includes these basics for one person for one week. Call the box a "cheese". Issue chits to people currently receiving EBT. One chit per person per week, redeemable for one government cheese. Anybody can buy the cheese box, for convenience, but it's only free with the cheese chit.

    It should cost in the neighborhood of $25-30 per box, which actually works out the same, but ALL the benefits are going to pay for good, wholesome, basic foods. And I bet the cost to the government could be kept to a good bit less.

    You're welcome. Any other big problems need solving?

    might add in some eggs and pnut butter, but agree.

    you can get protein inexpensively with eggs/tuna/ground beef. in fact, during college i think my dinners were all combos of pasta or rice with a can of mixed veggies and either eggs/tuna/ground beef. That is probably under $2.

    Don't see why the need for bottled water. Bottles just add to the pollution, water out of the tap in any major city is better than bottled water at 1% of the cost.

    after it goes through the .gov procurement, they're now $250-300 per box. If you think .gov can deliver food more efficiently or inexpensively than Walmart or Market basket, you're delusional. Also, your cheese box isn't allowing for peanut allergies, gluten allergies, Chrones or IBS, etc....

    Publish the spec for the meal, manufacturers that create a product that meets the spec show proof of sale and the redeemed chit and get paid their $25. They can sell the same box for cash for what the market will bear. The manufacturers would be private and the "product" would be carried in conventional grocery stores. Perhaps there are variations with different dietary needs, but all have to meet specs and are worth one chit.

    Hey, maybe it isn't the best idea in the world but it isn't any WORSE than how we do it now.

    Heck, build in a drug test on the box. If you're buying it with a chit you have to test clean.

    Have the EBT card get incredible pricing but you have to pay with an EBT card with photo. Only good at Walmart and maybe a few others (or whatever) The govt works out a deal with said stores that they will get all EBT business but we get a bulk discount. Now the govt isn't paying $5 for a loaf of bread at the convenience store etc.. people have flexible options as well.
