good on you, oregon.
i'd try to head out there myself but i don't want to die of dysentery on the way.
"How many other agencies are out there making up rules outside the law?" she asked.
She ought to come to Ma.
you'll get bumrushed for having OC spray on most MA campuses if you're outed
COP at the Salem Campus told my daughter. " I will sign off on an FID for OC/Mace" "No you cannot carry OC on Campus". And told her in a sidebar-"If you have to use it, douche the f**ker"
To which point she is arrested and charged for illegally carrying OC on campus. Catch 22 at it's finest right there . Hope she never needs it.
Same with our LTC, I would rather have it when it is needed and face the music. Much better than being dead or fracked up.
Parts of it definitely have that feel but law wise its gotta be just about tied. They have the waiting period and have to deal with tons of "compliance" issues. Carry permits are pretty bad, probably a bit worse than MA in aggregate though some counties are very green. OC is fine w/o license which is great but don't get caught with a baton, MA is the exact reverse of that situation. They are about equally as fu*ked.
I do agree that you have more of a gun culture in many spots out there whereas in MA, guns are really a taboo subject for most.
California is more of a free state than Massachusetts. I sh!t you not. This bodes poorly for my home state.

I was talking about OC spray
