Is there any case law defining "bona fide" target practice range or any other aspects of § 11-47-10 License or permit not required to carry to target range.

Family lives in a rural area and has a large property with a perfect large hill/backstop shooting area but we also go to Newport Rifle Club.

Do I really need a License to go to RI and stay overnight with family or friends on the way to or from shooting?

Yes, you need a license to legally transport to your friend. If you a permit from another state I recommend you apply in your friend's town for a permit under 11-47-11.

What town are they in?

I am not aware of any cases, but rigl 11-47-8 says you need a license to carry a handgun. The exemptions are listed in 11-47-9, 11-47-9.1, and 11-47-10.fyi
