Sorry if this has been asked a dozen times, but what are the rules in MA for ordering just an AR15 lower receiver by mail ? Will FFL's do a transfer or does
it get stopped by Maura's 'executive order' ?

Have you been in isolation with no internet for all of 2020? We have multiple dealers openly advertising AR lowers here on NES.

When does a press conference by a politician have any legal meaning? Never. The AWB in MA has not changed since it was passed and it is just a reference to the 1994 federal AWB. A receiver can never be an assault weapon so what problem can someone have for buying/selling/possessing a receiver?

But a simpler answer to your question is "ASK YOUR FFL". The answer to any question about what will an FFL do is always ASK THE FFL in question. Plenty will not do a lot of things that are perfectly legal like accepting an out of state transfer from a private party. Plenty make up shit and call it illegal. In the end every FFL can run their business anyway they want whether from knowledge or ignorance.

Searche through at least 10 threads asking this exact question. EVERY thread is full of “oh here we go again” or “this has been answered before” but NONE actually contain an explanation. None! If this question is asked so often, perhaps the answer should be pinned to the top and yes, I’ve read pinned posts and no, they don’t answer this question in any clear matter

The answer is above. ASK YOUR FFL. If you are ordering an FFL has to accept and transfer. So ask them. Don’t bitch on the internet but go in person to your FFL and ask.

How could @CrackPot have been ANY clearer? He gave you the same answer any attorney would. He told you what the actual law was, and explained that common practice does not necessarily reflect the law.

1) Is it legal to order an AR? YES.
2) Will 99.98% of FFLs accept and transfer said AR to you? NO.
3) Is Maura's decree law? NO.
4) Do many FFLs treat it as law? YES.
5) If the decree WAS law, would ordering an AR be legal? NO. NO. NO.

That means that most FFLs will not do it, and they DEFINITELY won't do it for some random person walking in off the street.

Why would they risk the beaurocratic hassle for a $25 transfer fee? Ones that WILL transfer ARs are going to make money doing it. That's capitalism - it has to be worth their while.

Also, obviously it has to be made Mass compliant before you can legally have it in your possession.
 
EXACTLY what @CrackPot said above, and what @SSullivan said ...... Ask your FFL .....They will tell you either YES or NO....Your Homework is required at this point.
Don't Piss and Moan about it if they won't.......It's THEIR (the FFL) option to proceed with it........ Plain and simple ASK YOUR FFL.
