Can I buy an upper from someone in NH and bring it to MA

no, it's an unregulated part. Obviously there's MA AWB bullshit to contend with (possibly) but not much more than that.

ETA: well, that and you're supposed to EFA10 register the thing after you've built it.... supposed to being the operative terms.

If the lower was ma registered, does he still have to EFA10 it after adding the upper?

NO!

He would only have to FA-10 the gun if adding the upper was the last step to making it functional, AND if the lower wasn't already registered with the state.

If it was already a functional gun registered in the Commonwealth, and this is just a second (or more) upper being added, then NO action is required of the OP other than to enjoy his new purchase.
