Yes, a FA-10 must be submitted. If purchased from a MA resident, it is the seller's responsibility to submit the FA-10 within 7 days of the sale. If purchased out-of-state, it is the buyer's responsibility to submit the FA-10 within 7 days of the firearm entering the state.
