I think you may be confusing the 1998 handgun roster requirement for mass gun dealers with the 1994 AWB. The serial numbers don't have to be Mass. serial numbers. Instead, they need to prove that the rifle was manufactured before September 1994. The Mass AWB is a nearly exact clone of the federal law, and so it says nothing regarding interstate transfer, as I understand it.
