Belmont's licensing officer is Making The World Safe From Democracy, or at least trying to. He is planning to require:
1. Safety courses AND practical fire tests for ALL applicants, INCLUDING renewals. Note that state law pre-empts this.
2. "Letters of Recommendation." Note that the state-created and only authorized application requires only 2 references; NO "letters of recommendation."
3. Membership in a gun club. Note that this requirement, imposed by the Randolph PD, was STRUCK DOWN by the Quincy District Court.
It seems Belmont seeks to ape Brookline, Newton and Boston in intimidation, obstruction and harassment in the name of "public safety."
