WASHINGTON - Senator Scott Brown, bucking conservative orthodoxy and bolstering his claim of being an independent-thinking Republican, has declared his opposition to legislation pushed by a powerful benefactor: the National Rifle Association.
Vowing to support efforts by gun control advocates, including Thomas M. Menino, Brown told the Boston mayor he would vote against a bill that would, in effect, allow gun owners to carry concealed weapons anywhere in the country despite local and state laws restricting such practices.
In a letter last week, Brown reiterated his support for “the individual right to keep and bear arms’’ but added that “individual states should be allowed to decide what constitutes safe and responsible gun ownership, so long as it does not violate that basic constitutional right.’’
