it doesn't say any of that really. It talks about readily convertible and when speaking in the context of a receiver or frame alone they are saying that omitting agreed upon features is still sufficient however when you start to include other parts it makes it "readily convertible." I don't agree with this because its a slippery slope in more ways than you guys think from the perspective of an OEM.

ATF isn't passing laws, they don't have the power to do so. They're changing regulations, which they apparently do have the power to do. I don't have much faith in the public commenting having any effect at all.

State and Federal agencies have wiggle room for how the laws are applied, but when they go beyond the letter of the law, the court needs to step in and smack them down, like SCOTUS did to Maura in Caetano v. Massachusetts

not regulations but adding "clarity" to existing definitions. In their eyes they are just clarifying the definition of SBR's.

While I don’t agree with them, I can see where they get here. 80% is an arbitrary # that they get to decide. All the parts as one package is greater than 80%. That’s what they are saying.

The catch is that this isn’t grounded in law. The frame is the firearm. They are over reaching but this isn’t a lock for us in court. Or could lewd to an update of laws in Congress. This is what we should be worried about.
 
ATF is as usual campaigning themselves, to show their worthiness to the incoming administration. They are whores and will do whatever it takes to get the budgeting.

its not a percentage that they go by or even a feature set. They are looking to see it it can be "readily converted into a firearm" and that was the threshold so they think that shipping with the parts makes it a firearm.

And for those that think Biden and his minions are not already influencing the decisions that are being made by these deep state agencies you must have missed how they work. These are not people that plan on a dime and they have been fighting Trump for 4 years and this was the plan. The people we hoped would clean it up that were appointed by Trump like Barr and his IG did crapola to help the constitution or BOR and just gave lip service that they had be be impartial. The hate for whats occurred the past four years runs deep in these agencies and just look at the Obama shit bums Biden is now bringing back into the deep state. Some should be in jail for what they did before Trump!
