Well, when the drone spotted them planting the bombs, it could have taken them out with a precision strike. Of course the 100s of people nearby would also be killed, but the bombers wouldn't have gotten away and that is the most important thing. In their small minds, collateral damage is to be expected and accepted by the good sheeple.
