This is interesting because surplus rifle barrels have been used as rebar. Here, a guy drills out a piece of rebar, installs a .22 liner, and attaches it to a break-action receiver.

There are some good innerweb articles and YouTube vids on the process.

There is no reason that a moderately handy person with a reasonably well equipped garage or basement can't make guns that are safe and effective, if a little simple compared to a modern AR.

Yes, but interestingly, the cyclic rate of an open bolt Uzi SMG is slower than one converted to closed bolt full auto. Easily double the rate of fire.
