The use of both steel-jawed and padded leghold traps to trap animals underwater was banned in January 1997 after the passage of “Question One,” or the Wildlife Protection Act, a ballot initiative codified as Mass. Gen. Laws Ch. 131 § 80A.
I also have a different recollection about the beaver problem that was caused.
My recollection is this.
DFW did nothing for years on them because their hands had been tied by voters.
Only when the problem got epidemic in nature to the point of affecting roads, bridges, water supplies and rich constituent land.
Did our legislature decide maybe we should do something about it.........How many "years" was that ?
In July 2000, Massachusetts tried to address those complaints by amending the act to allow individuals to apply to local boards of health for permission to trap beavers
