They COULD send in the Guard. It would, of course, provoke a Constitutional crisis.

The Guard has been sent in, in the past, but that's been over locals' refusal to abide by federal law, not an exec order. Would be interesting if a federal COURT order were issued that, as bona fide states of emergency no longer exist, gubners' orders are null and void and thus civil rights violations.
