I've heard they are coming out with something in my town where the police officer doesn't have to witness the infraction of someone parking in a handicapped space in order to ticket them, so in theory you could send a photo of the guy's car parked there. I don't know when it will be implemented though ...

No. Simply reduce the statute of limitations to 24 hours. Do this for one week each year. That should do it. I actually had this conversation with a Mass SP acquaintance of mine. He was hard pressed to find a reason to disagree. Many a$$holes would be eliminated from society in this way. The rest of us would just have to buckle down for a week.

Isn't that called Mardi Gras?
