AWB Stock Question

Hi All,
I am getting ready to start an M4 build and have a question.
I am looking at using the Vltor fixed rifle stock on my build.
According to the info from Vltor found here, using the fixed stock with an adjustable carbine receiver extension tube was not allowed under the federal AWB.
I could use a rifle length tube, however the carbine tubes seem much easier to find. Does any one know if it would indeed violate the AWB by just using the carbine extension tube, or is Vltor just covering themselves?

I know nothing about VLTOR stocks, but rifle tubes are very easy to find. Shouldn't cost you more than $20.
