A gasoline canister, cola bottle and water container were tested by the hazardous materials team, but the substances inside were deemed harmless.
Is any of that illegal?

I give up. Living in Massachusetts, I long ago gave up attempting to divine the laws on the basis of reason, but I couldn't see what he was actually charged with in any of the stories, and certainly couldn't come up with anything reasonable. OTOH, I can easily understand why he might have appeared disoriented upon his arrest. "WTF?!? What planet am I on? Is there some law against cola bottles?
