They're not banned. ATF administratively declared that if the unfinished receiver, jig, and tools are all included in one buy-build-shoot package, it constitutes a "firearm" that must be serial numbered and sold through regular FFL channels.

You can buy everything you need separately.

Aren’t 80s completely banned in NY though, separate from the federal ruling? So their actions aren’t in response to the ATF classification, but their own state law.

Some places wont sell to MA residents, but plenty will. Only a few states have outright come out against them like NY, RI, etc. MA isn't one of them. Yet.
