AR15 upper question on a threaded barrel.

Is it ok to possess an AR15 upper with a threaded barrel but no flash hider or muzzle brake assuming it has not been assembled into a usable gun?

The case here would be if someone purchased one with the intention of going to a gunsmith to have a muzzle brake welded on after receiving the upper.

Yes, an unattached upper is legal in any configuration. Though having it in any proximity to a complete lower could be considered constructive possession.
 
Perfectly legal as it is a component, not an actual gun. Plus, who is to say that you don't have a pre-ban lower that it goes to.
