hi guys i'm putting a yanke hill 14.5 upper together for my wife can i legaly put a VORTEX Flash Hider on it in mass as long as it is pin and welded thanks
 
No. It has to be a muzzle brake or compensator, permanently attached. Make sure the overall length is 16".

Short answer no, but... Real answer yes, if.
A. On a post ban lower you lose the pistol grip for one of these.

B. You mate it with a lower receiver that was in AW configuration prior to September 13, 1994.

Mind you, if you chose either of those options you would still be required federally to pin and weld the flash hider to make the overall lenth of the barrel at least 16", or pay tax stamp for the SBR.

So I guess the short answer, NO, would suffice.
 
Take into consideration the barrel threads. That's at least 1/2" of your muzzle brake length. Ie: you need at least a 2" brake to give a 14 1/2" barrel a 16" length.

Also, never put on one of those ghey stocks as pictured above.
