Anyone have experience with NH non resident ccw?

Administrative rules are supposed to change if a court has ruled against them. It's not like unconstitutional laws that can stay on the books after being found unconstitutional.
The published admin rules still show Saf-C 2102.03 requiring a “resident state license”, while the "Rev. 03/17" form no longer has a field for “resident state license”. Doesn't help thsat several towns (e.g. Nashua), host a copy of the old Rev 8/13 non-resident forms on their own website instead of linking to the state police.

Guess somebody will eventually be the first to be persecuted just for that.
People have been convicted under this statute in just about every circuit.
Federal prosecutors have also used it as leverage for people to take guilty pleas.
My bad -- when I said "persecuted just for that", I meant "where GFSZA was the only charge in play".
