Was at a local gun shop today and heard an employee tell a customer once the upper was attached to the lower it had to be registered as a complete rifle. Am I missing something here? The lower has the serial obviously.

You FA10 the lower once. The typical guidance is that once it's been assembled and capable of firing, it should be FA10'd.

Most gun shop people don't know what they're talking about.
 
Take anything from cops or gun shops with a grain of salt.

If you buy a lower, when the rifle is complete, you need to FA 10 it.
 
Well, essentially that is correct. Once you've attached the upper to the lower (assuming both are built) you've built a complete gun, and therefor must file an FA-10 if one has not been done already.
