80% lowers in MA

Can anyone point me to actual statute or policies on finishing and 80% lower in the Commonwealth of Mass?
 
I've gotten mixed messages about this...i.e. you self-incriminate when you do register it. This is why I need hard statutes.

What exactly is not clear? You can't make legally an "assault weapon" or "copycat assault weapon", no, nein, nyet. Copycat is pretty much everything that looks or smells like AK or gAyR. There is no magic here, look at the link I gave you, it has all the MGLs you seek or go to mass.gov directly.

Well, MGL states that a lower isn't a firearm until its capable of firing a bullet, and also requires you to register said firearm when it can. There is no law in MA that prevents you from buying or completing an 80% lower, and unlike FFL's, Maura isn't going to take your business license away for non compliance, she'd actually have to prosecute you which would bring up the fact that her little set of "rules" actually make up laws that are not on the books.

You're not going to get a more solid answer than this- you either follow the law, or the extra Fudd (Maura) in the room.

Chapter 140 Section 128B

Any resident of the commonwealth who ... obtains a firearm, rifle or shotgun ... shall within seven days after receiving such firearm, rifle, shotgun or machine gun, report, in writing, to the commissioner of the department of criminal justice information services the name and address of the seller or donor and the buyer or donee, together with a complete description of the firearm, rifle, shotgun or machine gun, including the caliber, make and serial number. ...

Also see Chapter 140 Section 121
''Rifle'', a weapon having a rifled bore with a barrel length equal to or greater than 16 inches and capable of discharging a shot or bullet for each pull of the trigger.

There aren't any. The 7/20 edict bullshit is fake Healeyspew, it's not actual law encoded into MGL. The current situation is that dealers are afraid of it, but pretty much
nobody else is.

FWIW though registering an 80% build is mind numbingly stupid (obvious reason is obvious, an 80% lower is a gift horse) but that's just my opinion.... if you're still afraid of the S128A/B crap (which unlike the Healy BS, is actual law, albeit rarely enforced) then register it within 7 days of it being finished. No black van is going to come out of the bushes and grab you for doing so.

See, I think you need to follow the law with the 80%'s, register them and follow the law, especially if you plan to assemble and shoot one. If you're never going to do that, just having the blocks of aluminum around is probably enough.

If you wish to follow Maura's edicts that have no actual law behind them, just build your 80% lower into a bolt action rifle. (It should be possible, but well beyond my skill level.) Therefore, not a scary "AR" anymore. Although, I'm guessing that's not the kind of gun you were hoping to make.

Hers is made-up-law, done at a press conference and then sending out threatening letters to every MA Dealer by 1st Class Mail, so they were received randomly over ~5 day period with no signature required . . . telling them that what they sold was illegal as of the day of her press conference. That's why she agreed not to prosecute gun owners and hasn't dared prosecute dealers either.
