4473 NICS check a state requirement?

I am a bit confused on a thread I have been reading on ARFCOM.

Basically the guys was denied on a NICS check. The thread has drifted a bit and people are telling him to get his CHL (Concealed Handgun Lic.). They are saying that they won't have to do the 'phone call'.

I was under the impression that the 4473 NICS phone call was a federal requirement when buying from an FFL.

Am I missing something?

A few states have a "NICS Bypass" allowed by BATFE if their state-issued CCW conforms to the federal regulations. That's probably what they are talking about. Most states do not have this because their licenses are not conformal to the federal regs on the issue. For example, despite all of MA's stringent BS, the MA LTC is not valid for this bypass. I don't think any of the other states in the northeast have it, either.

ETA: If I was going to make a WAG, the guy in that thread either closely matches someone already in the system with the same name and DOB... if I was in his shoes I would just apply for a VAF UPIN.
