.22/17HMR AR build from stripped lower

Hey All,

Bought a stripped lower here in MA and I KNOW I am only allowed to configure it as a .22 or 17HMR rifle. I had to fill out the 4473 when I bought it but not give my pin or wait on a full check because it is not a completed firearm. My question is, am I legally expected/obligated to notify anyone or register it etc. once I have conpleted the build? Does ein fuhrer Healy require that I tell them it is now a complete .22/17HMR scary black rifle?

The UPIN I guess, only pin ive ever used when buying a gun...

A UPIN is a fed thing(for people who frequently get delayed), not the same as the PIN associated with your LTC. I'm assuming you did a 4473 w/NICS check as is required by feds for all firearm transactions(receiver is a firearm by fed definitions), but not a MIRCS check as a reciever is not a firearm as defined by state law. Once it becomes a firearm by MA definition you'd follow the process linked above.

I guess she won when people start following edicts rather than laws
