Ok. so i've been thinking about building my own 1911, but just wanted to know if there are specific guidelines, or rules I must follow for it to be legal in MA.

Are you an FFL dealer? If not, then the sales regulations do not apply to you. You will, however need to find an FFL dealer in MA to transfer the frame (the serial numbered part) to you, per federal law.
