Reading the 2017 Walls of Steel August Match thread...

I'm left wondering whether, legally, under 11-47-10, an unlicensed non-resident could travel to Rhode Island (for the match), stay in a hotel in Rhode Island (for the match), and travel between hotel and range (for the match).

Could one?

§ 11-47-10 License or permit not required to carry to target range.


No license or permit shall be required for the purpose of carrying or transporting any pistol or revolver from one's home or place of business to a bona fide target practice range, nor from a bona fide target practice range to one's home or place of business, to engage in any shoot meet, or practice, provided that the pistol or revolver is broken down, unloaded and carried as openly as circumstances will permit, or provided that the pistols or revolvers are unloaded and secured in a separate container suitable for the purpose.

The way I interpret the law is that you would be OK to travel to the range, but not staying at a hotel. You could legally possess the pistol at the hotel, but the problem is how you would 'legally' transport the pistol to the hotel. Why not get a permit in one of the towns in RI, most of them issue now. It's only $40 and is valid for 4 years.
Most people will tell you it's very difficult to get a permit in RI, but this spreadsheet was generated by the AG and shows that most towns issue and very few are denied. Going to a match and staying at a hotel would also be considered a proper reason in my opinion.

Agreed, it's far easier to get a non-resident RI permit than it is to get one as a resident. For the residents the police chief has to make the determination if you're "qualified" but with out of state residents you already have a permit in your own state so the only thing they have to consider is whether you can go to RI. As a non-res you can choose any town to apply to, don't waste your time going through the AG's office. Two Towns that are fairly permit friendly are Johnston and East GreenwicH. Johnston is a bit backlogged, you're probably looking at six months.

Last I heard, Johnston had suspended their practice of issuning non res permits.
