10-8 Stepped Rear Sights — advantages?

Sorry if this is a noob question, but after entering BEC's Thanksgiving giveaway I was unsure what the purpose of the "10-8 stepped rear sights" feature was. I did a web search and couldn't find any links that explained it. Does it just mean putting a 10 rear sight with an 8 front sight on? And does that carry any particular advantages?
 
I have the front brass bead sight and got a rear from Burwell - both required a lot of hand fitting to install. Not a big problem really if you have the tools and patience - wet/dry sandpaper, a coarse/fine stone, etc. I went with the Burwell based on price and - well price - I didn't really like the U shape of the 10-8, in hind sight I would have just gone 10-8 all the way.

The smaller front sight helps with accuracy (longer distance) and sight acquisition (short range)
